Volunteer Bill

The draft Law on Volunteering continues its processing process, so that it ends up finally returning to the plenary of the parliament where the debate and the subsequent final vote will take place.
This bill aims to encourage, promote, recognize and protect volunteers as an agent of social transformation within the framework of the Catalan model. In addition, it aims to define what is and what is not volunteering and ensure that it is of quality. The articles state that the scope of application is the private non-profit entities established in Catalonia or that carry out the majority of the activity there.

The text sets out five areas of action for volunteering: social, community, cultural, environmental and international. It also establishes the rights of volunteers, such as receiving training and obtaining a certificate of participation, as well as duties, such as rejecting any financial or material compensation and maintaining the confidentiality of information received in the performance of their work.
With regard to the obligations of the entities, it stipulates that they must have a volunteering plan, that they must insure the risks deriving from the activity carried out by the volunteer and that they must reimburse him, in case of agreement, the expenses that the activity may cause to the entity.
Finally, it also stipulates that the government must provide an advisory and advisory body on associations and volunteering.
