The National Plan of Associations and Volunteering (PNAV) is a strategic document that aims to improve and ensure the sustainability of organizations and the association sector, as well as strengthen the strategy to raise awareness and involve citizens in the environment of volunteering, associationism and its values. This Plan has been set up with a high degree of consensus between the Government and the entities regarding volunteering and certifies a shared strategy that allows this space of social construction to be strengthened.
The PNAV 2014-2015 sets out the priority actions, identifies short-term challenges and needs, between one and two years, and tries to mark a roadmap to follow in order to address them. It also establishes the role of each agent and articulates the actions to be carried out by the administrations and the other actors involved individually, jointly or in a coordinated manner.
Structure the objectives to be followed in two large blocks, which we present below, with their respective corresponding measures to achieve them:
1- Sustainability and promotion of the Third Sector
- To improve the financing of the entities, focusing especially on the increase of the social base and the private capital in collaboration with other agents.
- To promote ways of collaboration between the entities and the different agents of the community.
- Promote in the entities processes of clarification of the meaning of their mission and reflection on their action plan as internal elements of self-control of expenditure.
- To stimulate transparency (internal and external) to the entities as an identity element of the associative world, essential in the collaborative work and in the improvement of the financing with all the public and private agents.
2- Permanent strategy of volunteering
- Raise awareness of the environment of volunteering, associations and their values.
- Involve the public and the different agents in and with the voluntary organizations and the associative world, and look for the territorial proximity.
- Consolidate the structure of volunteer organizations to ensure that they fit in with the quality of volunteering.
- Empower organizations for the management and training of their volunteers.

The PNAV 2014-2015 is the result of the evaluation of the previous Plan and has been drafted by a working group composed of the General Directorate of Civic and Community Action of the Department of Social Welfare and Family and by members of the Council of the ‘Associations and Volunteering in Catalonia.
